The Ministry of Commerce recently announced that it will continue to impose anti-dumping duties on imported stainless steel scrap and hot-rolled stainless steel plates/coils originating from the European Union, the United Kingdom, South Korea, and Indonesia from July 1, 2025, with a implementation period of 5 years.

The announcement announced the final review ruling on the anti-dumping measures applicable to imported stainless steel and hot-rolled stainless steel plates/coils originating from the European Union, the United Kingdom, South Korea, and Indonesia. The Ministry of Commerce has ruled that if anti-dumping measures are terminated, the dumping of imported stainless steel billets and hot-rolled stainless steel plates/coils originating from the European Union, the United Kingdom, South Korea, and Indonesia into China may continue or reoccur, and the damage caused to China's stainless steel and hot-rolled stainless steel plate/coil industries may continue or reoccur.

According to Article 50 of the Anti Dumping Regulations of the People's Republic of China, the Ministry of Commerce proposes to the State Council Tariff Commission to continue implementing anti-dumping measures based on the investigation results. The Tariff Commission of the State Council has made a decision based on the recommendation of the Ministry of Commerce to continue imposing anti-dumping duties on imported stainless steel billets and hot-rolled stainless steel plates/coils originating from the European Union, the United Kingdom, South Korea, and Indonesia from July 1, 2025, with an implementation period of 5 years.

Stainless steel billets and hot-rolled stainless steel plates/coils are usually used for two purposes: one is as raw materials for cold-rolled stainless steel, which is processed by cold rolling and technology to produce cold-rolled stainless steel products; the other is directly sold as final products, mainly used in industries such as ships, containers, railways, electricity, petroleum, and petrochemicals.
