South Korea launches anti-dumping investigation on single-mode optical fibers originating from China

Recently, the Korea Trade Commission issued Announcement No. 2025-3 (Case Investigation No. 23-2025-1) stating that an anti-dumping investigation has been initiated against Single Mode OpticaFiber originating in China, in response to an application submitted by a Korean manufacturer (reference English name: LSCable&System Co. Ltd.) on January 2, 2025.


The object of this survey is single-mode optical fiber, and the scope of the survey is cylindrical dielectric waveguides made of glass rods melted at high temperatures, consisting of fiber core cladding, acrylic coating, etc., which meet the specifications of G.652 single-mode optical fiber A, B, C, D and G.657 bending insensitive optical fiber A1, A2 defined by the International Telecommunication Union Telecommunication Standardization Department (ITU-T).


It is reported that the dumping investigation period in this case is from July 1, 2023 to June 30, 2024, and the injury investigation period is from January 1, 2021 to December 31, 2024. The Korean tax number of the product involved is 9001.10.0000. The announcement shall come into effect from the date of publication. Except for a further extension (up to two months), it is expected that the preliminary ruling will be made within three months.


It is reported that in 2024, China's total fiber optic exports will be 27293.41 tons, a year-on-year increase of 24.76%, with an export value of 4.588 billion yuan, a year-on-year decrease of 4.92%; The total import volume was 1118.65 tons, a year-on-year increase of 2.02%, and the import value was 2.371 billion yuan, a year-on-year increase of 8.35%.


In recent years, the European Union, India, Brazil, and other countries have launched anti-dumping investigations against Chinese manufacturers. In order to avoid related risks, leading manufacturers have begun to establish fiber optic cable production plants overseas and provide convenience for serving customers nearby. CRU also pointed out that in this context, China's fiber optic cable exports are declining, while fiber optic cable exports are increasing year by year.
